Engineering Services PUBLIC NOTICE
The City of Charles Town, West Virginia is seeking qualified engineering firms to primarily help the city evaluate its existing walkability infrastructure and feasibility options of connectivity, prepare cost estimates, design engineering solutions, provide pre-construction services, prepare funding packages for public and/or private financing, and manage connectivity projects specifically as it relates to implementing walkable connectivity between the area of 340 south and the city’s downtown area. Further, the firm shall provide technical assistance services for other high-priority engineering projects. The city recognizes the importance of creating a more multimodal network of connectivity, specifically walkability and accessibility, to and between our city’s downtown businesses, parks, trails, neighborhoods, and local services.
Professional services to assist the city may include some or all of the following: (1) feasibility studies, (2) cost estimates and technical assistance preparing design/build eligible applications, (3) design services to meet all federal, state, and local regulations (4) preparation of bid and contract documents, (5) participation in the evaluation of bids, (6) monitoring and inspecting construction activities on a daily basis to ensure compliance with plans and specifications, (7) construction management and engineering consulting services, and (8) reviewing plans.
Procurement of services shall be in accordance with West Virginia Code Chapter 5G. Experience with urban planning, and walkability design and build standards in West Virginia is required. Familiarity with the City’s Subdivision and Land Development Ordinance (Part 13, Articles 1331-1336, Charles Town Code) providing specifications for sidewalks, streets, and walking trails, and the City of Charles Town Walkability and Connectivity Study is preferred. Firms should be familiar with the Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards with or without the anticipation of such awards.
All firms interested in being considered must submit a proposal detailing qualifications, technical expertise, management and staffing capabilities and related experience. The object of the competitive process is to objectively select the firm that will provide the highest quality of service. Accordingly, technical qualifications and experience will be weighed heavily. Selected respondents will be interviewed, and the firm determined most qualified will be selected.

In the event of a surplus of such sale, the mortgagors and noticed junior lienholders are hereby on notice that if such surplus is less than Two Thousand Five Hundred Dollars ($2,500.00), then the Substitute Trustee will disburse those proceeds to the most senior interest holder as it sees fit, unless an objection is made in writing.

The Jefferson County Planning Commission has scheduled a Public Hearing on a proposed text amendment to the Jefferson County Envision Jefferson 2035 Comprehensive Plan (approved 1/14/15) to clarify and/or state that solar facilities are principal permitted uses in the rural and residential zoning districts, in accordance with WV Code 8A-3-11, 8A-3-6, and related statutes.
The hearing will be held on Tuesday, December 7, 2021 at 7:00 PM as a virtual meeting via ZOOM. Virtual and phone conference information will be published no later than December 3, 2021 on the Planning Commission’s Agenda.
Comments may be provided during the public hearing; or, comments may also be submitted in advance of the meeting to planningdepartment@jeffersoncountywv.org or to PO Box 716, Charles Town, WV 25414. Written comments received by the Office of Planning and Zoning on or before November 30, 2021 will be included in the Planning Commission’s agenda packet. Late submissions will be submitted to the Planning Commission on the day of the meeting.

Notice is hereby given that the following described tracts or lots of land or undivided interests therein in the County of Jefferson which are delinquent for the nonpayment of taxes for the year 2020 will be offered for sale by the undersigned sheriff at public auction on the lower level of the Charles Town Library, between the hours of ten in the morning and four in the afternoon on the 16th day of November, 2021.
